LIT Bullying question

The reason that our school community cant stop the bullying is because it is a thing of nature. It's like in Lord of the Flies how Jack is much bigger than Piggy and Jack intimidates Piggy. He will shove Piggy and will get everyone against Piggy. This happens in real life too. There are big and tough kids that intimidate small and "wimpy" kids who aren't all that tough. No one likes bullying except for the bullies. It will happen no matter what in a society.
